While the speed limit is 70 km/h, is it acceptable I slow down significantly so others see me and allow me to change lane?
For example, one time I need to turn left but there was another car right on my left that
did not passed me and I could not change lane. What I do is just to miss the turn I wanted to make and to turn around
further down the road when it is possible again.
What is the best thing to do? This usually happens to me at the rush hour when many people might turn where I also want to turn.
I think I either should go to the left lane much earlier or just miss my turn and come back around.

Re: LAne change during traffic hours
Indicate your intentions earlier
It gives other drivers the opportunity to let you change lanes
If you can slow down safely - with regard to following drivers - you can do so and slide in behind the car next to you.
Typically you don't really need to slow down all that much to do so.
But slowing down might be a problem to join the left - typically faster - lane
Again, indicating earlier will help.
If you can't safely change lanes to turn left, you'll either have to turn around at the next intersection or go left there and use an alternative route.
In busy traffic, when other drivers are already starting to do what you'd want to do, that's an indication you're not thinking / planning ahead enough (in time and/or distance) to allow you to safely do what you're intending to.
IN busy traffic, you might see people already preparing their move to the left at or right after a previous intersection if that isn't too far from where they want to turn left.
Remember to keep indicating left if you change lanes early - it allows other drivers to pass you on the right.
