You may wait on a bus stop to let someone in or out of your car, but you may not take more time for it than strictly necessary.
You stop, wait to let someone in or out of your car, and drive away immediately is allowed.
Waiting with your car on a busstop for, let's say 5 or 10 minutes, until the bus comes where your friend is on board is not allowed.
