Then what is the meaning of green arrow if we cant pass.....

No, this green arrow is not a single green filter arrow that indicates that oncoming traffic is held up by a red light allowing drivers on the junction turning left to clear the junction.

Even before that junction you may pass that traffic light (left) , not only on the junction itself.
