Lane Closure Priority : 8482 and 8491

In the exercises, there are two very similar questions(8482 and 8491) with the same sign but rather on the left/right.

One of the questions say the car in the lane closure has priority and the other says otherwise. WHY ?

Don't worry, I don't think they'll ask this during the exam.
