Unfortunately Belgium has quite a lot of dumb laws...
But stop blabbering about racism... Everyone has to wait for 3 months, foreigner or Belgian.
By the way: someone who learnt how to drive for example in India or Ghana, not only will have to learn how to drive by our rules, but he/she will first have to "unlearn" how to drive the foreign way... Takes even more time and practice!
So I understand that it's very inconvenient for you, but these rules in particular are not all that dumb...

About the driving without a proper coach:
I'm not completely sure, but I believe the fine can be from 550 euros up to 5500 euros!!
I thought it was only for foreigners the 3 month period.

This has nothing to do with racisme. This is the law for everyone who lives in Belgium.This is considered Racism if you come from another country
Those 3 months are usefull to get used to the Belgian (or European) rules and the way of driving.
I don't think it is a stupid low. In Belgium we want very safe and carefull drivers.
So you get 3 months time to adapt at the the Belgian way of driving.

agree, but what about if you dont have a person that can come with you during 3 months, what about if you dont have any belgium friend.?
then 3 months later you will take the practical exam, and you did not practice during those 3 months. lol

Yes I know, I just want to point that the rules doesnt exactly mean that you are going to practice 3 months. Anyways, I know I will pass the practical exam, without practicing for 3 months, I have been driving for 18 years, and I drove already in belgium for 6 Months when my IDL was valid.
In my opinion the rules is not well thought for cases like this one.

You have to know some things about the engine, the wheels of the car; The tires of a car; The seat adjustmenst etc...

Indeed, in your case there should be a faster solution to get your permanent driving license. But we can't change the low, unfortunately.In my opinion the rules are not well thought for cases like this one.
Maybe in the future the governement(s), in a globalised world, could think about another and faster system for people who have an IDL.

for the driver who doesn't follow the rules of the temporary driver's license, case 1° below,
for the person accompanying him, case 2°
Artikel 30 § 2. Met geldboete van 50 euro tot 500 euro, wordt gestraft hij die :
1° een overtreding heeft begaan van de bepalingen door de Koning vastgesteld krachtens artikel 23 §1, 2° en 4°, hetzij als bestuurder, hetzij als persoon die een bestuurder begeleidt met het oog op de scholing;
2° met het oog op de scholing in het sturen, een persoon begeleidt die in overtreding is met de bepalingen van 1°.
Basically, 50 to 500 euro fine (on the verdict), which has to be multiplied by 5.5 , so in real life it becomes a 275 to 2750 euro fine.
(The 5.5 is a factor to bring fines in line with the cost of living. Now and then it gets updated to increase all fines without having to change all laws mentioning a fine.)
Being fined for 26 euro or more (on the verdict), means you'd have to pay an additional contribution of 137.5 euro .
In addition to that, there are the Court fees - which are around 40 euro for a simple case.
In case of an accident, the insurance company might try to recover the claims they paid out to the third party involved.
