Why in question 7690 the red car is not allowef to overatke the green car on left when red car has a broken line on its side and there is continious orage line next to broken white line but not on red car side.

No.
Provisional markings to channel traffic during works shall consist of either continuous or broken orange lines, or orange studs. These provisional markings render the other white longitudinal markings applied at the same location worthless.
And the orange line, is a continuous line. It's forbidden to cross it.
