Q 8482 says in case of lane closure on the right, the vehicle whose lane is closed has priority since it is on right of main lane car but the similar situation in Lesson 21 says the vehicle on closed lane must give way. Are not these 2 explanations contradictory? Am i missing something here?

The traffic rules are not very clear. The highest court in Belgium has decided that also in case of a lane closure, the priority of the right applies.
In June 2027 we have in Belgium the new traffic rules.
In that law is clearly written: in case of a traffic lane closure, there is no priority of the right because the driver on the right lane is doing a manoeuvre when he changes lane.
In case of narrowing of the street without lanes, priority of the right.
