People who are not able to breathe, will generally suffocate in the time it takes you to call 112 ...
Is that enough information to get the right answer

Re: question 9065, What do you do first when you see a casualty?
I think the confusion here stems from the word casualty, in general it's used to refer to a deceased person (so removing obstructions would be pointless - they're already dead), but a casualty does not necessarily refer to someone who's dead, it can also refer to someone who's just badly hurt or in the process of dying.

I think the question is not clear, if it mentions some one has difficulty in breathing then I may choose B.

Re: question 9065, What do you do first when you see a casualty?
Oxford English Dictionary refers to casualty as
a person who is killed or injured in war or in an accident
It takes a doctor to confirm death
Besides, you can keep "dead" people alive - if you don't let them suffocate ...
