The question states:
"The round traffic light is green and you want to turn left. But the evacuation arrow is not burning yet.Can you cross the crossroads?"
A) YES
B) NO
I would say NO because that's exactly the job of the evacuation arrows, but the site says the correct answer is YES and I don't understand why.

The evacuation arrow is ONLY an indication that opposing traffic has a red light.
If you had a green light and there's no traffic coming the other way, you can (and should) make the turn
Regardless of the evacuation arrow being on or off
