It's just an indication that traffic coming the other way has to stop for red - you should still take care and mind the opposing traffic flow. (*)
The crossing evacuation arrow (stand-alone signal, pointing left, on the opposite side of the crossing) doesn't allow you onto the crossing if you're queueing to get onto the crossing.
Check the regular traffic lights on the entrance to the crossing to see wether or not you're allowed onto it.
(*) drivers running a red light have to yield to drivers who take a left turn though - it's just not always easy to prove the others ran a red light ...
