it works like this :
When you register at the counter of the examination center for you theory exam, you indicate that you want an audio translation in English.
First: the question will always appear in Dutch on the screen of your computer. Then, you will receive an audio translation.
There is no additonal cost for the audio translation in English.
But I just looked at the website of the examination centre of Anderlecht. And Anderlecht is in the Brussels region.

Apparently, the system is a bit different there.
Candidats who are not fluent in Dutch or in French, may take the test with the assistance of a certified translater for German or English. The interpreter is designated by the examination center.
I would advise you to contact the examination center personally in order to arrange the appointment for a theory exam with an interpreter :

If you take your theory exam in Anderlecht, you can also take your practical exam at any examination center in Flanders.
But :
If you take your theory exam in Flanders, you cannot take your practical exam in Anderlecht, nor in Schaarbeek !
