Lesson 24 question 6 one way street bicycle exemption

Hello,
I have the hard copy practice book for licence B. Lesson 24 question 6: even the cyclists are not allowed to ride in the opposite direction in this street.
Book answer: B: wrong
Picture shows a one way street sign (blue and white arrow) WITHOUT a white plate under it to indicate two-way traffic possible for cyclists. Without this plate, should the answer not be 'true'?
Can someone explain?
