Theoretical exam in english

Hi. I already have a driving license but I am not able to exchange it for a Belgian one so I have to do the entire process (theoretical + practical exam). Also, I don't know french or nederland too well to do the test in the language so I would have take the exam with an english translator. Is there any test center that provides the test in english w/o an interpreter? Furthermore, is there any difference between taking the test in Flanders vs Brussels? I am trying to get this over with as soon as possible and I see flanders has more test date options (although I live in Brussels).
