The answer is Car B which is on the free lane[/u].

However, in the ZIPPER MERGING REGULATIONS in CHAPTER 2,
d:A lane reduction on the left OR on the right: Drivers in the free lane must yield in turn,starting with the car on the right,then the car on the left,after which the driver himself may continue.

The two are contradictory.

The second one is in THEORY DRIVING LICENCE B (11th edition:30th Oct 2022), Page 18.
