Q 10878 and 10875 seem to suffer from the same bad wording:

'This is question 10875
Up to how many km/hour over the maximum permitted speed on this road outside a built up area the police can disqualify you from driving?

A. Up to 20 km/hour over the maximum permitted speed.
B. Up to 30 km/hour over the maximum permitted speed.
C. Up to 40 km/hour over the maximum permitted speed.

WRONG
Correct = B
LESSON 12 – ‘Speed’

Reed very carefully in your book (lesson 12) the difference between:
- Immediate temporary suspension of your driving licence.
- A declaration of lapse of right for driving a motorized vehicle.'

So should the answers here be:

Speed Limit + 0-30km/h, would be a fine/penalty.
Speed Limit + 30-40km/h, would be disqualification by the police. (Correct)
Speed Limit + 40km/h or more, would result in you going to court (judge).

Indeed

It's not "up to ..."
It's "from", and actually, "from more than ..."

Both in the question and in the possible answers

From more than (30) km/hour over the maximum permitted speed
