In a junction with no traffic lights and with the sign with priority from the right, it is prohibited to overtake animals in harness, vehicles with 2 or more than 2 wheels, but it is allowed to overtake bikes. However, the correct answer is C. Why?

Yes, but in the book they say that bikes are allowed (exception to the rule). It's on the page 103 of my book...
