Do children taller than 1.35 meters have to sit in a safety restraint?
Answer: Yes.

I thought it should be No.
They can, but it's not a must, because they are taller than 1.35 meters.
They are allowed be seated in an appropriate safety seat.
Could you please comment on this?

Kids don't need a safety restraint when they are at least 1m35cm tall - they have to use the regular seatbelt then
