Who has priority?

A / The car
B / The cyclist (yellow)

In this question, answer is given as B. But there is no cyclists on the crossing yet. As per theory, even in the crossing for bicycle, if cyclist is still not on the crossing, other drivers have priority. Please correct if i'm wrong?
But in pedestrian crossing, if a pedestrian is waiting for cross, drivers must give priority for pedestrian.
Can you clarify this please?

There is a traffic sign (B1) that says that the driver of the car has to give priority.
That is the reason.

Clear!
I have another question. Let's say if this cyclist waiting to drive his bicycle on the pedestrian crossing (not in the bicycle crossing) and there is no sign B1, do the car needs to give priority? (As we do for pedestrian?)

Only pedestrians have priority @ pedestrian crossings

Cyclysts don't have priority, they even execute a manoeuvre and must yield to all other road users :!:
