Not in a car ...
If you're just a customer @ the mall, you're not one of the exceptions to "plaatselijk verkeer"
Even though it translates to "local traffic", by definition it means the locals and their visitors (and a few others that you're not)
Many municipalities just don't understand the traffic rules , yet they're the ones who put up the signs ...
