May I also know, What exactly is the traffic displacement. I understand, I cannot drive, standstill, or mark there. Then what is the purpose of this traffic displacement are? How do you call this in Dutch?

Yes, "file" means a traffic jam.
Question 2826: it is not allowed to use the emergency lane (Dutch = "pechstrook") to reach the exit (Dutch = "afrit"), even if there is a traffic jam.
