The answer in the practice exam is "B. Yes, if you can keep a sideways distance of 1.5 meters"
But in the image shown, the driver would need to cross a solid white line in the middle of the road to pass these cyclists. My understanding is that a driver is NEVER allowed to cross a solid white line dividing the road into lanes. Under the question it says to look in "Lesson 3" for information, but there is no information in lesson 3 about passing cyclists by crossing a solid white line.
