The parking and waiting ban applies ONLY on the roadway

But the car is on a level verge ...

Q. 8629: This picture is taken within a built up area. (Picture shows car close to a pedestrian crossing)
Is the black car allowed to park on the ground-level verge?

A. No.
B. Yes.
C. Yes, it must.

The answer is (c)
But since the car is too close, shouldn't the answer be (a). As cars are not allowed to park 5 m from the crossing?
