In Belgium there are 2 options:
a) You go to a driving school for (at least) 20 hours. If the instructors believe you are capable enough to drive alone, they'll give you a form so you can go get a temporary drivers licence ("Voorlopig Rijbewijs 18 Maanden) at the town hall of your own town.
This license allows you to drive alone and practice for maximum 18 months. You can do your practical exam when you've had the temporary license for at least 3 months.
!! If you want to drive with a temporary license, there are certain rules:
-You have to attach a blue and white "L" at the back of your car
-You're not allowed to drive between 22:00 and 6:00 on weekends, holidays or the evening before a holiday.
-You can only have ONE passenger in your car, and only if this passenger is at least 24 years old, AND has a Belgian drivers license B.
b) You can go to town hall and get a temporary license WITH monitor ("Voorlopig Rijbewijs 36 Maanden).
This license allows you to practice for maximum 36 months. Again, you can only go do your practical exam after having the temporary license for at least 3 months.
Also for this temporary license there are a few rules:
-You have to attach a blue and white "L" at the back of your car
-You're not allowed to drive between 22:00 and 6:00 on weekends, holidays or the evening before a holiday
-!! You're not allowed to dive alone! You ALWAYS have to be accompanied by a monitor. This monitor has to have a Belgian drivers licence B for at least 8 years.
-You've got to have a second rear-view mirror (so that the monitor is able to see the traffic behind you)
-Besides the monitor, you can take 1 extra passenger. There are no special conditions for this extra passenger.
Notice: for option B, driving school is not required.
