That's only valid in Letland not in Belgium
So I get permission to drive with instructor and learner driving license.
In Letland ...
Provisionary driver's licences are only valid in the country that issued them.
They are not covered in the international treaties concerning international traffic.
In Belgium I drive already 1 year with other person so,
I hope you've already passed the
Belgian theory examination and have obtained a
Belgian provisionary driver's licence ...
If not, you're driving without a valid driver's licence and will be prosecured when stopped by the police or be involved in an accident.
1) Can I take on the practical exam in Belgium? Or any way before I have to prove my theory in Belgium?
If you're officially living in Belgium, you must take the Belgian theory exam, obtain a Belgian provsionary driver's licence, practise for at least three months after having obtained the provisionary licence, and then pass the Belgian practical exam.
2) If I got learner driving permission and I wont to buy a car , can I the car be register on my name also a number plate and insurance?
A car can be registered to either its owner or its regular, main user.
If both of them wish to register the car, then only the owner can do so.
You don't need to have a driver's licence to register or insure a car.
But insurance companies won't be really happy to insure a car under these circumstances, and it'll show in their premiums.
