I think I understand now. The answer is FALSE, not because the driver is making a mistake, but because the name of the arrow in the picture is not "green filter arrow." Yes?

On the picture you see another green arrow.
This arrow on this picture is not at the opposite side of the street.

{Chapter 18 in the Book States: "When there is no oncoming traffic , you of course are allowed to clear the crossroads before the green filter arrow is lit. If the green filter arrow is lit, you are not allowed to quickly drive past the red traffic light onto the junction.}

The exam question clearly states we are already ON the junction. So if he cannot turn left, what is the driver supposed to do in this situation?
