The rule does not say so much that you cannot park on an elevated roadside in built-up areas, but rather that you have to park on an equal ground roadside if there is one. This is not meant to contradict you, it is only a slightly different view.

Answer A is indeed correct. But until yesterday, the site stated that answer C was correct. This explains why the questioner does not understand your answer.
