Below is the TRAFFIC
VIOLATIONS
Of the 3th and 4th degree: 3rd point in the pfd

Where there are two or three carriageways on
the public road which are clearly separated from
each other, in particular by a level of solid
ground, a space which is not accessible to
vehicles, and a difference in level, drivers may
not follow the carriageway situated in relation to
their driving direction on the left, subject to local
regulations.

Does it mean we should drive on the right in above mentioned scenario?

Could you please explain this point to me. I did not understand the exact meaning of this.
