When you're turning, you have to yield to all traffic continuing further along the road you want to leave.
They might be stopped by a red light -which would legally give you priority- but you usually can't be sure whether they have a red light or not.
Cyclists / pedestrians might have started off when they had green, and thus may continue to cross.
The only way to tell if oncoming traffic has red, is the single green clearance arrow (ontruimingspijl)
Note that a green arrow in a traffic light with red/orange/green arrows does NOT imply that oncoming traffic has red
